Rules and Acts

← Back

The Rajasthan Sports Department operates under comprehensive rules and legislative acts designed to promote sports at all levels, prioritize athlete welfare, and ensure transparent administration. The department’s main aim is to facilitate the development of sports infrastructure and create a vibrant culture for both competitive and recreational sports throughout the state, guided by the Rajasthan Sports Act, 2005 and associated service regulations.

Legislative Framework

The Rajasthan Sports Act, 2005 regulates the formation and functioning of district, state, and departmental sports associations, mandating regular organization of competitions, training camps, and athlete recognition programs. The Act authorizes the state government to issue supplementary rules, ensuring that evolving challenges in sports administration can be effectively addressed.

Administrative Rules

The Rajasthan State Sports Council Service Rules, 2006 provide guidelines for the appointment, duties, and management of regular council employees. These rules detail service conditions, disciplinary procedures, and the retirement process, promoting institutional continuity and accountability.

Infrastructure and Facility Development

A key objective is to ensure the availability of high-quality sports infrastructure, with special emphasis on upgrading district stadiums, adopting new technologies such as geo-tagging for tracking facilities, and integrating central and state government schemes. Recognized district associations receive financial grants to organize district, state, and national level championships, further promoting active participation in sports.

Athlete Support and Incentives

The department offers robust support to athletes through scholarships, medals, and honorary awards. Special schemes exist for distinguished performers in national and international competitions. Incentives are formalized through clear guidelines, with priority given to athletes from diverse backgrounds, including those who are specially abled. These initiatives are supported by transparent selection processes and published criteria.

Promotion of Traditional and Emerging Sports

Alongside mainstream games, the department supports Rajasthan’s traditional sports and endorses new disciplines. Policies encourage regular hosting of events such as Khelo India, the promotion of indigenous games, and the integration of technology to better manage athlete records and event organization. Collaboration with national sports bodies ensures alignment with broader sporting trends.

Digital Transparency and Communication

Websites managed by the Rajasthan Sports Department and its affiliated organizations are required to host accessible versions of updated rules, policies, and government orders. They must include event calendars, registration mechanisms, scheme details, downloadable forms, and public notifications. Direct channels for feedback and support are provided to streamline communications between athletes, organizers, and the administration.

Oversight and Policy Updates

Continuous oversight is maintained through regular review of policy implementation and stakeholder feedback. The Act and associated rules are periodically revised to address administrative challenges, enhance athlete support schemes, and adopt best practices from national sports governance. Up-to-date guidelines and amendments are published on official websites, ensuring that the department remains responsive to changing requirements in sports management.
